It started only with a very ordinary conversation, analyzing the needs of the times due to the influx of thousands of College graduates every year with a corresponding increase of students. It was very observable in the locality of Balingasag, that many graduates find difficulty to land a job.

These two great heads were the Valmoreses in Balingasag, Enrico and Reynaldo, who arrives to think of a unique thought with the sip of coca cola at the Valmores Garden and Restaurant. Probably, it started with a simple trip to call Atty. Romulo R. Valmores in Manila; that completed the Valmores TRIUMVIRATE who dared to push a worthy project for the people of Balingasag, a remarkable one, the School. A go signal was given with a countless grace to move in applying for a technical courses and a pre-school starting school year 2002-2003.

The first technical courses under TESDA were the Electronics Technology, Electrical Technology, and Food Preparation and Servicing Technology, one year course. While the Nursery and Kindergarten I-II which comprised the pre-school was under the Department of Education. Eligible and graduates from renowned University and Colleges were the first batch preschool teachers. Some of them did not stay long in the service due to their desire to seek a greener pasture in the public.

The second year of operation already had a sign of growth of the DepED course. Grades I, II and III were opened with the First year secondary level. From barely hundred of school enrollee being served, the school continued its step towards completing the offering of the elementary and secondary level and this was followed by the introduction of additional technical courses like Computer Programming and Computer Technician, which now on its full step in catering students from the locality and the neighboring towns.
